The Study of Strategies for Revitalizing Popular Mobilization in Iran

Abstract

Popular mobilization in Iran has played a central role in overcoming crises, from the Islamic Revolution and the Iran-Iraq War to periods of national reconstruction. However, recent cultural transformations, declining social capital, the rise of digital technologies, and fragmentation among decision-making institutions have challenged traditional models of mobilization. In this context, the central question of this study is: What strategies can be proposed for revitalizing popular mobilization in contemporary Iran? The main objective is to identify capacities, obstacles, and recommended pathways for reconstructing inclusive and effective public participation through popular mobilization.

This research follows a qualitative and interpretive approach, using thematic analysis as its methodology. Data were collected through 15 semi-structured interviews with a range of field actors, including grassroots volunteers, mid-level commanders, social experts, and executive managers. Purposeful and snowball sampling methods were applied, and the thematic analysis was conducted using open, axial, and selective coding.

The findings suggest that revitalizing popular mobilization requires moving beyond centralized models toward integrated governance frameworks. These models must be capable of combining three key domains: participatory governance structures, intelligent technological infrastructures, and effective utilization of public spaces—both physical and digital. If properly designed and supported by domestic infrastructure, digital platforms can serve as strategic tools for networking, training, mobilizing, and coordinating volunteers. Rebuilding public trust, enhancing social capital, and activating local capacities are also identified as essential strategies for reimagining popular mobilization in Iran.
