چکیده

یکی از راه‌های برقراری و تداوم همکاری، ایجاد ائتلاف و اتحاد در بین کشورها است و در این خصوص کشورها از الگوهای مختلفی پیروی می‌کنند؛ یکی از این الگوها، اتخاذ روش مشارکت راهبردی است. جمهوری اسلامی ایران و فدراسیون روسیه‌ ارتقای سطح همکاری‌های خود را در چارچوب چنین الگویی تعریف نمودند. پژوهش حاضر با هدف شناسایی و تبیین عوامل موثر بر مشارکت راهبردی جمهوری اسلامی ایران و فدراسیون روسیه در حوزه دفاعی امنیتی، به این پرسش اصلی پاسخ داده است که در بعد دفاعی امنیتی چه عواملی در ایجاد مشارکت راهبردی جمهوری اسلامی ایران و روسیه موثر است. این پژوهش از نظر هدف، کاربردی است و به لحاظ ماهیت کیفی و به لحاظ روش گردآوری اطلاعات، اکتشافی-تبینی است. محتوای اکتشافی این پژوهش در اختیار تعداد هشت نفر از خبرگان به روش گلوله برفی و کفایت نظری داده‌ها قرار گرفت و پس از بررسی‌ها به تایید نهایی خبرگان رسید. نتایج حاصل از این پژوهش نشان داد که همکاری‌های دفاعی امنیتی، مقابله با یک‌جانبه‌گرایی آمریکا و غرب، وضعیت ایدئولوژیکی و ژئوپلیتیکی، همکاری در مبارزه با تروریسم، همکاری‌های اقتصادی و همگرا شدن در بحران اوکراین از عوامل موثر در ایجاد مشارکت راهبردی در تمامی زمینه‌ها به ویژه در حوزه دفاعی امنیتی است.

چکیده [English]

One way to establish and sustain cooperation is to create coalitions and alliances among countries. Countries follow different models in this regard. One of these models is to adopt a strategic partnership approach. The Islamic Republic of Iran and Russia used such a model to enhance the level of their cooperation. The aim of the present study is to identify and explain the factors affecting the strategic partnership between the Islamic Republic of Iran and Russia in the security defense sphere. The main question is what factors are effective in creating a strategic partnership between the Islamic Republic of Iran and Russia in the security defense sphere. his study is applied in terms of its purpose and is explorative in terms of its qualitative nature and information collection method. The explorative content of this study was provided to eight experts using the snowball method and theoretical sufficiency of data, and after reviews, it was finally approved by the experts. The results of this research showed that defense and security cooperation, confronting the unilateralism of the United States and the West, the ideological and geopolitical situation, cooperation in the fight against terrorism, economic cooperation, and convergence in the Ukrainian crisis are among the effective factors in creating strategic partnerships in the security defense sphere.
