Due to its gradual, multi-layered, and covert nature, soft threats represent one of the most significant security challenges of the modern era, impacting national stability by targeting foundational identity, cultural, and social structures. Consequently, addressing the concept of resilience and establishing frameworks to enhance societal capacity in the face of such threats has become a strategic imperative. The primary objective of this research is to design and delineate a novel framework for understanding and measuring resilience against soft threats. Inspired by resilience models within disaster and natural hazard management, this framework seeks to analyze societal adaptability, recovery capacity, and resistance against soft-level pressures. Methodologically, this study is developmental-applied, employing a mixed-method approach consisting of documentary research and the analysis of expert perspectives. The findings indicate that identifying and extracting key resilience components and indicators can play a pivotal role in advancing soft threat doctrines. By establishing a precise, multi-dimensional indexing system, the study enables the assessment of societal status across four levels: "Resilient," "Relatively Critical," "Prone to Crisis," and "Critical." This evaluation system assists decision-makers in gaining a swifter and more accurate understanding of prevailing conditions, allowing for the implementation of necessary preventive, corrective, and control measures before potential security crises emerge, thereby mitigating destructive consequences
